These numbers can differ from what you see in TikTok. The file is a copy made at one moment, and TikTok may leave some people out of it. This can happen with any account, and most often when you have more than 10,000 followers, so the followers and "Fans" lists can be incomplete, and a few people shown as "not following back" may actually follow you.
Compare the counts above with your TikTok profile. If they look far apart, request a new export after some time and upload it again; if you upload both files together, the page merges them. Before you unfollow someone, you can open their profile to check.
Attention: respect TikTok's limits. TikTok limits how many accounts you can follow or unfollow in a short time. If you go too fast, it may warn you or block the action.
The copied text has counts, file and section names, and your browser. It has no usernames.
